Merchant Center issue
Restricted targeting in Personalized advertising explained
Some products touch sensitive topics such as health, alcohol or gambling. Google lets you advertise them, but not to audiences built from your own data. When that applies, a product or ad shows a "Personalized advertising" restriction. Unlike most Merchant Center issues, the fix is in your campaign targeting, or in the product data if the flag is wrong. This page shows how to tell which it is.

Short answer
Check whether the product really falls in a sensitive category. If it does, remove advertiser-curated audiences, such as Customer Match, your data segments, audience expansion and lookalike segments, from the ad, ad group, asset group or campaign in Google Ads. Google's predefined audiences remain available. If the flag is wrong, edit the content or appeal.

What this issue means
Google's Personalized advertising policy limits how you can target ads about sensitive interest categories, such as alcohol, health, birth control, gambling and sexual content. For those, you can't use advertiser-curated audiences: Customer Match, your data segments, audience expansion and lookalike segments. Predefined Google audiences, such as in-market, affinity and life events, remain available.
A second set of rules covers access to opportunities in the US and Canada: ads for consumer finance, employment and housing can't target by gender, age, parental status, marital status or ZIP code, although a radius of at least 1 km is allowed. On top of that, users under 18 are not eligible for personalized ads, and ads and data feeds shared with Google can't contain personally identifiable information.
The restriction is about targeting. Google's page does not describe the product listing itself as disapproved. A related policy, Data collection and use, covers how you collect and use shopper data, such as consent for remarketing in the EEA and UK.

Common causes
- The product is in a sensitive interest category, such as health, alcohol or gambling, and a campaign uses advertiser-curated audiences for it.
- A Discovery or Demand Gen campaign uses curated audiences by default.
- Audience expansion or lookalike segments are switched on at campaign level.
- Product titles, descriptions or category make an ordinary product look like it belongs in a sensitive category.
How to fix it, step by step
- Open the flagged product or ad and note which policy and category the restriction names.
- Decide whether the flag is right: does the product really fall under a sensitive category, or under consumer finance, employment or housing in the US or Canada?
- If it does, open the campaign in Google Ads and remove advertiser-curated audiences from the ad, ad group, asset group or campaign: Customer Match, your data segments, audience expansion and lookalike segments.
- Check Discovery and Demand Gen campaigns separately, because they use curated audiences by default.
- Use predefined Google audiences, such as in-market or affinity segments, if you still want audience targeting.
- If the flag is wrong, edit the product content so it accurately describes what the product is, or remove the content that falls under the policy.
- If you still think the restriction is an error, appeal it.

How to prevent it
- Keep products from sensitive categories in their own campaigns, without curated audiences.
- Check audience settings when you create Discovery or Demand Gen campaigns.
- Describe products accurately in titles, descriptions and google_product_category.
- Never put personal data, such as customer names or email addresses, in ads or product feeds.
How WISEPIM helps
WISEPIM has little to do with this one: it doesn't run campaigns or manage audiences, so the targeting fix happens in Google Ads. Its feeds and the Merchant Center connection carry product data only, no shopper data.
If a product is wrongly treated as sensitive, accurate content helps reviewers see what it is. WISEPIM keeps titles and descriptions in one place, and its Category map sets google_product_category from Google's taxonomy.
